This means that if I enslave a person and give him fewer and other facilities which is allowed in society and judiciary (suppose I am in 1500s) then the action was correct. This means the theory is not reasonable or irrational. And the best criticism on rule consequentialism is that it promotes irrational rule, so the option C is correct.
