The state of Alabama has a statute that requires that all apartment buildings have safety railings on outside staircases. Judy is climbing the stairs at an apartment building which does not have the safety railings. She trips and falls two stories and is injured. Can she recover in a case claiming negligence per se?

    It has to ensure that the businesses that operates in those places also adhere to safety measures and make sure that nothing put citizens in a position where they can get injured whilst using those places.
