The Southern states were required to adopt new Constitutions that gave voting rights to black male citizens. The 1867 Reconstruction Acts from Congress divided up the southern states into five military districts because they had yet to ratify the Fourteenth Amendment. The last state to be admitted back to the Union was Georgia on July 15th, 1870. Georgia had been readmitted for a time but was expelled when they removed African Americans from the State legislature. A Union general was assigned to each district that had yet to join the Union and imposed martial law. Tennessee was excluded because it had already been readmitted to the Union by this time.
