Do you think people fleeing to the united states for safety in the 1880's felt affection for their government

There is no way on earth people fleeing from their corrupt country to safety in The United States felt affection for their government. Their government let them down. It was the fault of the government that caused all the heartache and trouble to have to flee in the first place.
