Can provincial and territorial governments pass laws like federal government does? If so who do they affect?

    Mostly yes. Some things cannot be done (such as a law establishing the creation of a provincial currency), but they can still pass laws (such as a drinking age). The laws affect those who are inside of that territory/province. They do not need to be residents of that place to still have to follow those laws.
