Article I, Section 8, of the Constitution lists the powers of the national government. Who possess the powers that are not listed in Article I, Section 8?

    Answer: The states or the people

    Explanation: Under the tenth amendment by the First Congress, all powers not vested or granted to the congress were reserved for the state or the People.

    This came about as there were worries by the First Congress that the limitations of the federal legislative arm of government were not clearly stated in the original constitution.

    It is a necessity not to grant the congress unlimited and absolute power so as to have checks and balances for a progressive democracy.
