I believe the answer is: 11th Circuit or Federal Circuit

The record for a civil court case would be kept by the state jurisdiction where case occured. So, other states circuit would not be able to obtain it, unless they obtained a direct request from the federal circuit. (the federal circuit held the highest supremacy over other circuits)
