    I believe the answer is: Multiculturalism

    In a multiculturalism society, all members from different groups of people would have equal protection from the law and none of them are denied from the opportunity to advance in the society. Even though most of the countries in the world have made an attempt to accept multiculturalism, none of them have been successful in truly actualized them.
