    The above mentioned quote comes from page 152, 1984. O'Brien said,

    that the party failed to ask for power for its own ends, however just for the nice of the bulk. That it wanted power as a result of men within the mass were weak unmanly creatures who couldn't endure liberty or face the trust, and should be dominated over ans consistently defraud by others who were powerful than themselves.
