A 1992 study by the national law journal found that penalties applied under hazardous waste laws in white communities were higher than those applied to similar sites located in communities of color. how much higher were the penalties applied in the white communities?

    I found the statistic cited in a Google book entitled " Environmental Ethics: The Big Questions" that said the penalties were 500 percent higher.
