    Explanation:

    The Americans with Disabilities Act states that the modification must be reasonable and must not "fundamentally alter the nature of the services." If the business has to alter significantly and the items are not available they will not have to make the modifications at that time. For example, an elevator should not have to be put into a building because it is requested. The store owners will have to put in ramps for the disabled if there is a second floor and they aren't able to get up any other way.
