Why did the founders of the Constitution want creating public policy to be difficult in our democracy?

They wanted it to be difficult so people didn't start creating laws and policies here are there all willy-nilly because the country physically, mentally, and emotionally wouldn't be able to handle all of the conflict and new polcies showing up every day
