    Explanation:

    The President has a more difficult job in terms of foreign relations as it is the President that often makes the decisions on the country's foreign policy by themselves as long as it does not concern deceleration of wars.

    In an ongoing war it is the President that has all the executive decisions and is usually responsible for the making of foreign policy along with the Foreign policy ministers.

    Only when the war is to be declared that Congress is needed to assent. The President is responsible for other peaceful and wartime operations.
