No, it is not acceptable.

Despot refers to a person who hold an absolute power without anything could stop that person.

If, this type of person lead the government, people will be restricted of their freedom and tyrannical era where corruption and vilence from government could happens.

It is acceptable if the population feels it is. If they do not disagree with the precepts that the leader holds dear and the culture makes it acceptable for autocrats to hold sway in a government, then it does become acceptable in that culture's eyes.
