    the three-fifths compromise was that the solution counted three out of every five slaves as people for the purpose. it was reached between the northern and the southern states of the United States in 1787. they had a debate over whether or not slaves should be counted when a state was determining its total number of residents for legislative and tax purposes.

    In 1787, the 3/5 compromise was implemented to give African Americans some say in government. Becuase African Americans were seen as "property" at the time, their votes were only given 3/5 the value of the vote. This was supposed to be a compromise becuase some people didn't think that African Americans should have any rights because they were "property", and some people thought that they should be given rights since they are people.
