I believe the answer is: Law enforcement and CPS should communicate and coordinate their efforts during the course of the investigation

In this type of case, the internal injury that cause the child to be taken into emergency room might as well caused by the mother herself through parental abuse. Because of this, it is important for law enforcement to include CPS as reassurance.
