    It is Cesare Lombroso. Lombroso's general hypothesis recommended that crooks are recognized from noncriminals by numerous physical oddities. He hypothesized that lawbreakers spoke to an inversion to a primitive or subhuman kind of individual described by physical highlights reminiscent of chimps, bring down primates, and early people and to some degree saved, he stated, in present day "savages".
