    Drafting soldiers is an implied power of the federal government.

    In the United States federal government, the words "implied powers" refer to those powers exercised by Congress that are not expressly granted to it by the Constitution but are considered to be "necessary and proper" in an attempt to execute in an effective way, those constitutionally granted powers.

    These implied powers exercised by Congress, are not granted by Article I, Section 8 of the U. S. Constitution. However, Implied powers come from the Constitution's "Elastic Clause."
