    Doctor or practicing nurse

    Explanation:

Most of the time the client can put in the physical restraint with the complete doctor's order.

However, in the state of extreme emergency (eg. when a client or patient is in the danger of hurting themselves or the others) or in some states and countries, a practicing nurse can order physical restraint in strict accordance with the rules of the procedure and using an established protocol.

It is always important to follow the protocol as restraints without valid orders and that break the protocol will be seen as imprisonment without the permit, breaking the human rights.
