The Federalist Papers and mainly argued that the constitution. A. Should be changed so enslaved people would not be counted in the population B. Needed a Bill of Rights to guarantee specific protections to the people. C. Should give more power to the states to check the power of the federal government. D. Would ensure that a strong federal government had its own power held in check by its 3 branches
