If an owner of a motor vehicle fails to show proof of financial responsibility, he may receive a citation. The court may dismiss the charge if:

    Upon failure by the owner of a vehicle to show evidence of financial responsibility, he is likely to receive a citation. However this citation can be dismissed by the court if the vehicle owner can provide a proof that there was a liability insurance policy in effect at the time he was issued the citation.
