Explanation:

In 1917, German declares that it was turning down the deals and began to patrol the Atlantic with its submarines. This cause several problems and attacks were portrayed, which lead many Nations to look at the United States and the neutral position that Wilson decided to maintain. In April 1917, Wilson was motivated in part by constant German attacks on the American merchant fleet and a German attempt to persuade Mexico to attack the United States.
