    The purpose of having workplace safety regulations is to ensure that everyone present in the said workplace is safe most especially during unforeseen events. In these workplace safety regulations, the one who benefits the most are all workers, for they might miss work due to injury or they may have to pay high medical bills. Answer is the third option.
