    "A peice of coastal land, and surrounding fishing areas, has been occupied by a fishing society for centuries. This society does not have any government, or knowledge that any larger government rules over them"

    - It has estanlished Government

    - It has borders that separate it with another nations

    - It has acknowledgement from other nations

    The society that mentioned on the excerpt above is lacking in requirements 2 and requirements 4.
