Because it is mandated by the state law and also to give a fair and balance outlook of things about both parties being represented fairly.

It is usually ordered by state law, an official council is made out of one man and one lady from each of the 31 state senatorial locale, in addition to a seat and that of the deputy, one of whom must be a lady. For both the Democratic and Republican gatherings, a state official board of trustees with 64 individuals is chosen at the gathering's state tradition. On that event, delegates from each of the 31 senatorial areas pick two individuals from their locale and place these names for endorsement
