Carl can include any family members that are currently living with Carl. For example, Carl can include his spouse and any dependent children that live with him. Say for example that Adriane is his spouse and Robert is his son then yes a. and b. would apply. If Monica and Michael are also his dependent children then yes, qualified medical expenses for all of them would be included for has purposes.

In accordance with HSA standards, Carl may include his spouse and all dependents claimed on the tax return: Monica, Adriane, Robert and himself, but once he gets a private care insurance, he loses eligibility for Health Savings Accounts.
