Describe some of the problems under the Articles of Confederation that led to the drafting of a new constitution. Why were the Articles deemed inadequate for governing the United States? What crisis, real or potential, did many political actors fear?

    Answer: The first governing system of the United States, the Articles of Confederation, placed most government power in the hands of the states. The weaknesses of this system led states to call for a new Constitution.

    Under the Articles, the US economy faltered, since the central government lacked the power to enforce tax laws or regulate commerce. an uprising of Revolutionary War veterans in Massachusetts that both the state and national governments struggled to address due to a lack of centralized military power, illustrated the need to create a stronger governing system.
