    A special session of Congress is the same as an extraordinary session. It happens when the Congress gather once the normal legislative session is over. This can happen when there are unfinished tasks during the sessino year, shish are delayed by some kind of conflict between the political parties. It can also occur during an economic downturn or emergencies like war or natural disasters, where the Congress needs to take action in a limited time. On the other hand, a joint session of Congress is when the senate and the House of Representatives gather together in order to certify and count the votes of the Electoral College, or during the presidential inauguration. A joint session doesn't have any legislative function.
