    I believe the 10th Amendment is the answer. The official definition is: "Reserves powers that are not given to the U. S. government under the constitution, nor prohibited to a State of the U. S., to the people of the states." This means that the people of the U. S. have the constitutional rights listed in the constitution and its amendments.
