    First of all, we need to analyze our scenario. It would be a better wealth distribution because in this case, the wealthiest would contribute the most for the programs. So taking more from the one who doesn't need it as much as the poorest need it is finding balance in wealth distribution. However socially, it is not efficient because socially the wealthiest are the ones who produce more wealth and also because even in the poor there are different classes that would use it better than the rest. And finding who of them would use it better would be socially efficient. But equal distribution among the poor wouldn't really be the best-case scenario, because some of them would use it to improve their access to opportunities while some won't.
