Do you think it was fair to Chinese emperors that the effectiveness of their leadership was judged by the amount of peace and the lack of disasters in the land? Why or why not?

    Not really because there could be enemy attacks that they couldn't stop, natural disasters, etc. but at the same time the way that they led the country through those disasters really showed what kinds of leaders they were.

    It was not fair because the amount of cruelty their form of government had was not effective at all, only in the sense of war.
