A state’s lieutenant governor serves as second-in-command in the executive branch

The state's lieutenant governor is a more formal title for vice-governor.

Since the governor of each states serves as the commander of the executive branch, the vice governor will automatically assume as the second-in-command which will handle all the operation if the Governor is unavailable.
