A tsarist government can be likened to a monarch rule in which all power and control is attributed to the tsar, but much more powerful than monarchs, who are still bound to law and legislative range. Totalitarianism is a type of governance where the authority is not bound to one person only as long as it serves any aspects in the life of the constituents. Often, a party withholds the position to lead the economy and regulatory facets. The two are alike on the type in which they belong - governance and the authority of few people to govern the state/nation.
