    Separation of powers is a commonly used government structure. The separation of powers has three branches: The Executive (president), Legislative (Congress), and the Judical branch (Courts). Countries use the separation of powers to balance the powers. The three branches each has their own power, and that's why the US president should have the agreement from the congress to do something.
