    I believe the answer is A. decoding a message exactly the same way as it was encoded by the speaker

    In understanding stage, the listener already received all the data/information that given by the speaker. After this happen, the listener will decipher the data by associating them with their personal knowledge and experience in order to understand the full context of the speaker's message
