Special Agent Collins is a new agent with the Drug Enforcement Agency. He has been investigating a multi-tiered heroin trafficking ring.     Yes special agent forgot to read Todd's his rights, but he can't also question him about the operation, until he has gotten to the detention center, before proper investigation can take place, as a special agent until he has enough evidence before he can invite or probably get a warrant to arrest the suspect and when he does, interrogation can't happen until the suspects is in custody.
