    Offering youth a second chance, or assuming that the child simply made a mistake, and the way to ensure a similar mistake is not made again, is by teaching them, rather than punishing. This situation demonstrates the power of reform, and assistance, as opposed to the ineffectiveness of punishing kids and hoping that will keep them out of trouble in the future
