    The correct answer should be If a resource is difficult to obtain, production costs will be high

    If the resource is difficult to obtain then it usually costs a lot of money to obtain because of difficult engineering feats necessary or the amount of time spent on obtaining it or anything similar. This is why the product will cost more in the end. Like expensive caviar that comes from fish whose eggs are difficult to obtain so it costs a lot more.
