Why wouldn't these behaviors be considered "delinquent behaviors" in a court of law?

    The crimes done by a person younger than the statutory age of majority are considered to be delinquent behaviours. Such culprits are treated separetely under juvenile act. They are given punishments to correct them. There are separate laws for such individuals.
