    Because the roads are slippery.

    Tires capability to 'grip ' the road is determined by the amount of friction force that the tire able to create when contactin with the road.

    If the road is under slippery condition, the friction force is heavily reduced which make the tires unable to 'grip' the road as well as it is when it's dry.
