Which climate has little or no life, temperatures below freezing year-round, and high winds?

I believe the answer is: Polar Climate

Regions with Polar Climate would experience cool summers and extremely cold winter without any chance of meeting remotely warm temperature.

These regions are located near to the north and southern pole, and very little variant of plants/crops can be grown here.
