    The answer would a conservative perspective. For conservatives, what situation you are put in may be beyond your control but how you climb out of it is. This depends on what you plan to do or how you would pull yourself out. They believe that if you are determined enough, you will succeed.

    The perspective that claims that poverty is outside of human control would be the deterministic theory which states that poverty is a thing which is often in the hands of God or Gods in general and that their will is th ereason why you're put into a bad socio-economic standing and that you cannot do anything about it.
