Alexander Hamilton wrote the Federalist No. 78.

Alexander Hamilton said that the judiciary have no influence over the enforcement of the law or the money of the Congressmen. According to him judiciary depends on the executive branch, even if the judiciary desires something to be done on the law. It may be concluded that judiciary may neither have the executive branch enforcing the decisions nor the the judiciary wants to decide on the law.

Thus the word "sword" means enforcement and the word "purse" means money from the Congress.
