    The value of the resources.

    Explanation:

The value of the resources intended to be used by the members in raising funds for new uniforms should be taken into consideration. First, you determine the capital or labour needed and then the consideration (amount of money) that would be received in return.

In my opinion from the options given, labour, and capital are the resources which means that the value of each of them will strongly determine the outcome. So, some members intend to sell energy drinks to raise funds. They need to have enough resources to opt for this, like the amount and energy they will put into selling the drinks which in my opinion would not require many hands on deck. On the other hand, some members intend to organise a car wash at the school parking lot. This will require a lot of resources, like enough water, soap, and labour (people) which will most likely yield a better result.
