What happens first when a bill is introduced in the House? The House votes to approve or reject the bill. Representatives debate the bill on the floor of the House. The Speaker decides whether the House will consider the bill. The bill is assigned to a committee, who looks into it and recommends changes.

    I believe the answer is: the bill is assigned to a committee, who looks into it and recommends changes.

    When assigned to the committee, they would see whether the bill is within the scope of the constitution and whether the bill could be actualized with current government budget. If the bill fail one of these two qualifications, the committee has the power to reject it.
