The officer is right to give him a speeding ticket

Driving at '140mph is above any normal speed limit. Although each state has its speed limit on high ways not more than 100-130mph. this person was at 140mph which is fast on highways.

The second offence was, he didn't pull over on time which gave a bad impression to the officers. The officers are right to hand him a ticket for speeding and they were lenient.
