    In the United States government, Congress is made up of two houses: the House of Representatives and the Senate. The Senate contains 100 representatives, and always will, because this house is based on equal representation from each state, regardless of the state's size or population. Therefore, each state is able to elect two Senators to represent it. The House of Representatives currently contains 435 representatives. Each state receives a certain number of House seats based on its population size; less populated states such as Alaska or Vermont have very little representatives, while larger states, such as California with 53 reps, have more. Since the Senate contains a fixed amount of seats from each state, there is no way, other than amending the Constitution, for the number of representatives from a state to change in this house. The only way to "add" more representatives is for the actual population of the state to increase, meaning it would take more elected representatives to fairly represent the more populous states in Congress.
