    Gerrymandering is often based on the most current census and is primarily based on race. Gerrymandering is a continued practice, regardless of The Supreme Court 1965's Voting Rights Act. Gerrymandering is not a new manipulation tool for politicians. It has been the case since the beginning of the Republic.
