    Madison was of the opinion that a pure democracy is a society consisting of a small number of citizens who come together and administer the government in person, can admit of no cure for the mischiefs of violent mob as he stated in Federalist paper. He concluded that the framers designed the American system of constitution not as a direct democracy but as a representative republic, where enlightened representatives of the people would serve the public in good will. They also imbeded into the Constitution a series of cooling ways with intent to inhibit the formulation of passionate mobs he referred to as factions in order to ensure that reasonable majorities would succeed. In order to prevent the violent mob from distorting and becoming a menace in public policy affairs, Madison made a decision to remove people from a direct role in government.
