    Because the lawlessness and disorder often accompanied the rapid growth of a town.

    Explanation:

    This should not happen, but the growth of a city involves many legal problems. The lack of government oversight allows, because of these legal problems, there is a lot of irregularities and disorder in the search for the solution of legal problems, especially when there is an increase of ranchers, miners than farmers, who need a certain amount of space and are the most likely to start irregular systems.
